The City of Aspen operates under a City Manager form of government. The City Manager is appointed by and serves at the pleasure of the City Council. It is the responsibility of the City Manager's Office to ensure the public receives excellent customer service by providing guidance and support to all City departments, and by assisting City Council in defining and meeting their collective goals.
Steve Barwick was hired as the City Manager of Aspen in October 1999, having served as Assistant City Manager since 1993. In his position as Assistant City Manager, Steve was responsible for Finance, Personnel, Information Technology, City Clerk's Office and Risk Management functions. He also led the City's "reinventing" government efforts.
Prior to coming to Aspen, Steve was Director of Finance and Administrative Services for the Town of Vail for eight years. He holds a Masters degree in Public Administration and a Bachelor of Arts from the University of Colorado, Boulder.
