An "Onsite Wastewater Treatment System (OWTS)" is a system for collecting, treating, and dispersing wastewater that is not connected to a central wastewater treatment works.

Permitting and Licensing

 

OWTS Construction Permit

 

An OWTS Construction Permit is required for all new construction, as well as the installation, alteration (inclding expansion), repair, or replacement of an OWTS.

OWTS Use Permit

 

An OWTS Use Permit is required prior to the sale of a property served by one or more OWTSs and prior to issuance of a building permit (exceeding $30,000 in valuation) for a property already served by one or more OWTSs.

OWTS Contractor, Cleaner, and Inspector Licensing

Systems Contractors, Cleaners, and Inspectors must be licensed in Pitkin County. All licenses will be good for one year, expiring on December 31. In order to receive a license for Systems Contractor and Cleaners, the applicant must pass a test (to be taken every three years), provide evidence of appropriate credential such as NEHA's Certified Installer, or be currently licensed in Eagle County. Systems Inspectors must provide evidence of appropriate credentials, such as the NAWT Inspector Credential.

 

An Affidavit verifying your lawful presence in the United States must be submitted with all license applications. A driver's license must be either presented in person, or the affidavit must be notarized if applying by mail.
