Hazardous Materials / Local Emergency Planning Committee (LEPC)
Pitkin County Local Emergency Planning Committee was created January 2002 by the Colorado Emergency Planning Commission pursuant to the Emergency Planning and Community Right-to-Know Act ("EPCRA"), 42 U.S.C. section 11001 et seq.
Its mission is to enhance and create plans directing the response to hazardous materials incidents, increase compliance with hazardous materials reporting requirements and to continue to offer access to information on the storage of such materials, for the benefit of the county's residents, businesses and industries. The LEPC shall carry out compliance with SARA Title III and other federal, state and local requirements in such a way that meets both the letter and spirit of those requirements and that enhances and encourages a partnership between county residents, businesses and industry though an exchange of information and mutual planning. The LEPC is a repository for the emergency action plans that businesses and governmental agencies in Pitkin County complete. These plans must be completed by and entity that has a level of hazardous materials present above "threshold planning quantities." The LEPC also makes these plans available for public access. It has a membership roster composed of people throughout the county. The members represent a broad cross-section of facilities, response agencies and members of the public. To make it easier for agencies, companies and individuals that should be filing a Tier II form, there is a web link to the EPA website so that you will be able to download the form, fill it out and send it in.
