The project will include, but is not limited to: supplying, delivering and assembling a quantity of bike share system components in the City of Aspen, Colorado and within the Urban Growth Boundary of Pitkin County.  The goals and objectives of a bike share program are: reduction of PM-10 air pollution and reduction of vehicle miles traveled in Aspen and Pitkin County’s Urban Growth Boundary. The bike share program is intended to be used for short point to point trips thereby decreasing traffic congestion, vehicle emissions, and the demand for parking in Aspen’s core.  The bike share system should connect with and be complementary to existing transit services, car share services and pedestrian connections.

 

The bike share system will be operated by a third party, and this RFP is limited to system components only. Bicycles will be purchased separately by the system operator, but must be fully integrated with the station, kiosk, and docks to allow for system operations. All system components must be integrated and offer expansion capability.                                                                                              

 

Notice of Federal Funding

Proposers are advised that the project requires the use of federal Congestion Mitigation Air Quality (CMAQ) funds administered at the State level by the Colorado Department of Transportation (CDOT) and at the Federal level by the Federal Highway Administration (FHWA). FHWA regulations, therefore, will govern the project’s procurement and contract process. The City of Aspen reserves the right to modify the RFP to address any concerns, conditions or requirements of the FHWA. Proposers shall be notified by Addendum of any such modifications and must notify the City of their intent to participate by email contact information to rebecca.hodgson@ci.aspen.co.us
