The centerpiece of the City's suggested operating protocol for the CCEC is a "slow start" program, where diversion rates for hydroelectric production would be limited for at least the first three years. Diversions would increase or decrease every three years based on unanimous approval by a board of experts, which is planned to include qualified experts appointed by:
- The Colorado Division of Parks and Wildlife
- The City of Aspen
- Pitkin County
