Under the “slow start” approach, initial diversions for hydroelectric production at CCEC during the fall, winter and spring will start at less than full production. Diversion impacts will be monitored by an independent Board of Experts, and will ramp up to full production over a period of six years, if the Board determines the plant operations do not adversely affect the fisheries and stream habitat. If adverse effects are shown, diversions will be reduced as directed by the Board of Experts, which is to include qualified experts appointed by:
- The Colorado Division of Parks and Wildlife
- The City of Aspen
- Pitkin County
