Changes for Construction Rules
The City of Aspen has made several changes that will affect local contractors and building professionals.

Off-season construction hours have been extended, allowing workers to perform exterior work from 8 a.m. to 7 p.m., Monday through Friday, and 24 hours a day for interior work, Monday through Saturday. Off-season dates are April 1 through May 31 and the day after Labor Day through November 15. City Council opted to extend the hours to respond to the current economy.

Additionally, work will now be permitted outside the Central Resort Area during Food and Wine Weekend. Hours will be limited to 7 a.m. to 5 p.m. on Friday and 9 a.m. to 5 p.m. on Saturday. Work will continue to be prohibited within the Central Resort Area during the event.

“The City wanted to make these changes to allow for more construction to occur with fewer restrictions,” explained Aaron Reed, construction enforcement officer. “However, we still have restrictions in place to keep construction impacts to our visitors and citizens at a minimum.”

In that vein, the City is enforcing new changes for onsite manufacturing. A new permitting process will be required. If an operation is deemed to be manufacturing onsite, the City will require that the duration of the activity be limited to 90 consecutive days. Additionally, the operations will be required to construct noise mitigation enclosures and will be subject to more restricted levels of noise.

“The current level of noise allowed for general construction is 80 decibels at the property,” Reed said. “If the activity is considered manufacturing, the noise cannot exceed 65 decibels at the property line.”
