BACKGROUND INFORMATION
Pitkin County Government operates from several different buildings located throughout the County, including the Courthouse Plaza Building (County Administration), Library, Courthouse, Jail, Health & Human Services, Public Works, Fleet, Airport, Senior Center, Landfill and two departments are located in other buildings (one in Aspen City Hall and another in the Town of Basalt).

These facilities are in different states of repair and have different requirements for long-term sustainability. This study will create a 20 year strategic plan to help us direct our resources toward facilities management that will meet the growing and changing needs of our community. Definition of Terms

The study will include an analysis of current and future County space requirements, interconnection between departments and the impact on efficiencies, development of facility(s) locations alternatives, a preferred alternative, development of a detailed financial analysis for each of the alternatives, evaluating alternatives and development of an action plan for implementing the preferred alternative. Scope of Work Flow Chart

Creating a strategic and successful facilities plan cannot happen in a vacuum. It must reflect and support an organization's unique requirements, goals, culture, philosophy and community. It must also fit within the timeframe and budget parameters of that organization, and it must be a living plan that will be a guide through on-going change over time. Facilities Analysis Process

It is essential to assure that the recommendations arrived at through the planning process are trusted and embraced by county residents. To ensure that the public is given opportunities to have input into, and remain informed about, the project and its outcome, we have integrated public participation into the planning process. Public participation provides the consultant team with a broader, deeper understanding of the issues, local knowledge, and perspectives.
