Water Distribution System Design Standards
APPLICABILITY AND DEFINITIONS
Design Standards have been prepared under the direction of the Water Director to provide
minimum design and construction criteria for any covered or similar distribution system
component installed within or outside (where eventual connection to the City system is
contemplated) the community water system service area. If any provision of these Design
Standards is inconsistent with provisions of the Municipal Code, the Municipal Code or water
policies adopted by City Council (Resolution No. 5 Series of 1993) will take precedence.
This design code is intended as a summary engineering reference manual containing the minimum
standards for the design and construction of water distribution systems. It is intended to
supplement conditions contained in Water Service Agreements adopted by City Ordinance to define
the engineering standards that new water systems must meet before acceptance.
Current Design Standards
Consult the Water Department for specific information on General Design
Criteria for Water Systems (970) 920-5110. It is unlawful for any persons other than Water
Department personnel to operate any City of Aspen Water Department water system
appurtenances.
INSPECTION, TESTING, AND APPROVAL
Backfill shall not be done until the City's designated representative for alignment, depth, and
proper bedding inspects the line. The Contractor shall notify the City of Aspen 48 hours
before the start of construction. Inspections of the trench shall be made each day before
backfill of the trench.
SERVICE LINE INSTALLATION
Water service taps to the City of Aspen water mains will be made from April 15th through
October 31st to coincide with street cut permits, except by prior written agreement for
pre-tapping of service lines as part of subdivision improvements.
The City of Aspen Water Department will make all taps on the City of Aspen water system.
Pre-tapping of the system may be permitted for new subdivisions to avoid disruption of roadway
surface only through a prior written agreement.
Utility investment charges (commonly known as tap fees) must be paid
for before the tap will be scheduled, except where a prior written agreement exists for
pre-tapped service lines. The tap permits and accompanying work order will state the size of the
tap permitted. The Water Department requires a 48-hour notice for service and main line locations
and another 48-hour notice for taps. No taps will be made on Friday or the day before a holiday.
Billing for utility hookup charges will be done after work is completed.
ALL SERVICE LINES 4" AND LARGER WILL BE TESTED AND INSPECTED THE
SAME AS MAIN LINES. ALL PARTS FOR ALL SERVICE LINE INSTALLATIONS MUST BE AVAILABLE FOR
INSPECTION AT THE TIME OF THE WATER SERVICE LINE TAP FOR DOMESTIC AND PRESSURIZED RAW WATER
SERVICES.
UTILITY BILLING OFFICE
The Utility Billing office (970-920-5030) handles all the billing, meters, tap fees, and
backflow prevention installations.
PROCEDURE FOR SUBMITTAL OF PLANS AND SPECIFICATIONS FOR REVIEW
Plans and specifications shall be submitted for preliminary review in three copies. Subsequent
to review, one red-marked copy shall be returned to the Design Engineer for modification prior
to submittal of the final plans and specifications. Final plans and specifications shall be
submitted in three copies. The number of copies to be returned to the Design Engineer shall
be added to the above minimum submittal.
- Plan drawings of water mains (22" x 36") showing the proposed construction, all
existing utilities, all utilities to be installed prior to the proposed construction,
and future construction--such as drainage culverts--which have a bearing on the proposed
construction, shall be submitted.
- Standard or special detail drawings for fire hydrants, kick-blocks, tie-rods, and
bedding material for water mains shall be included in the plans and specifications.
- The complete written specifications to be utilized in obtaining bids, including
Performance, Payment, and Maintenance Bond; materials and workmanship specifications; and
other specifications upon which the contractor shall base his bid, shall be submitted for
review in accordance with the City Standards. The Performance, Payment, and Maintenance
Bond shall be on a form approved by the City and shall be to the benefit of the City.
- Legal description of all easements and crossing licenses to be obtained by the owner for
the construction shall be included with the initial submittal. One reproducible Mylar copy
of the final signed plat must be received before plans and specifications will be finally
approved for installation.
- All drawings will be made in AutoCAD format and along with the drawings and Mylar
reproductions all copies will be made in DXF format on disk and given to the Department.
- Upon completion of installation and prior to any services being connected to the main,
two Mylar copies of the "As-Constructed" Design and detail drawings (full-size), shall be
delivered to the City. Additionally, the Design Engineer shall certify in writing that the
installation has been accomplished in accordance with the plans and specifications approved
by the City.
- Criteria for water main extensions shall meet those criteria stated in the "City of
Aspen Water Distribution System Design Standards".
- An approval block on both plans and specifications for use by the City of Aspen shall
be as follows:
