Aspen Planning Requirements and Standards
It is strongly recommended that the applicant discuss their project with a City planner before building permit submittal to determine if
any land use review is required. Discovering that a land use review is needed once a building permit application has been submitted can
result in substantial delays for the applicant. The proposed development must comply with all applicable land use regulations, such as:
- Residential Design Standards - applies to any new residential development or if there are any changes to the exterior of an existing residential structure
- Historic Preservation Standards - for any exterior alterations to structures with Landmark or Inventory status, or within the Historic Overlay.
- Stream Margin Review - for development within 100 feet of the high water line of the Roaring Fork River and its tributaries
- 8040 Greenline - for development located at or above 8040 feet mean sea level (the 8040 Greenline) and including that area extending one hundred fifty feet below the 8040 Greenline
- Hallam Lake Bluff - for development in the area delineated as the Hallam Lake Bluff area
- PUD, SPA, or Subdivision conditions
- Slope reduction - applies to properties containing slopes in excess of 20%
- Compliance with the Growth Management Quota System - to qualify for an exemption from the GMQS, any new residential development, including the replacement of demolished residential units, requires affordable housing mitigation
- Any previously imposed restrictions
Once it is determined that no land use review is needed or that the applicant has completed the required land use review process,
the following items are required at the time of building permit submittal. No incomplete submittals will be accepted.
Requirements:
- A recorded resolution generated from the land use review process with the conditions of the resolution having been met; this is obtained following the completion of the land use process and clearly outlines what is required for building permit submittal
- Any applicable development order
- A notarized affidavit indicating the contractor has read and understands the resolution and conditions of approval
- A site plan and/or landscape plan in a standardized format depending on what is required by the resolution
