Pitkin County - Purchasing
Purchasing Organization: Many of Pitkin County's purchasing functions are decentralized with
specific employees in the various departments being responsible for purchasing decisions. The
Purchasing Office, a division of Public Works/Project Management, is responsible for assisting
the various departments of the County as they purchase equipment, goods and services and for
coordinating all formal bids.
Aspen/Pitkin County Airport

The Aspen/Pitkin County Airport purchases include: basic operating supplies and materials,
restroom and cleaning supplies, pavement deicers, paint and various maintenance/repair supplies.
The airport requires construction services including: parking lot repairs and improvements,
airfield crackfill and sealcoating, terminal building systems repair (HVAC, roof, plumbing,
electrical, etc.). The Federal Aviation Administration (FAA) may fund major capital airfield
improvements, master planning and other similar projects through FAA grant fund. FAA regulations
normally require that the County bid all FAA-funded airport projects through a defined
competitive process.

The Pitkin County Engineering and Transportation Department is responsible for the procurement
and oversight of the following types of projects: road capital and maintenance project (overlays
& chip seals), bridge design and construction, any road design or reconstruction or improvements.

The Facilities Maintenance Department services all county facilities. Services include
technological research to match equipment to function, specification writing for procurement,
disposal of equipment, installation and repair of facility systems, preventive maintenance of
equipment, utilization management, life cycle costing analysis, replacements and improvements,
grounds care, and custodial services. The department develops and utilizes computer systems to
track and control costs, control inventories, and improve productivity in support of the above
functions.

The Pitkin County Fleet Department is responsible for the purchase and acquisition of all
vehicles and mobile equipment. They also purchase parts, fuel and other related equipment.

Land Management

The Pitkin County Land Management program uses integrated weed management techniques to control
weeds on 72 miles of State Highways 82 and 133 right-of ways, and 266 miles of County road
right-of-ways. The department also manages 1,319 acres of public land throughout the County,
including 218 acres of airport property, and 45 acres at the Solid Waste Center. The department
also does revegetation and reclamation work to impacted County properties.

Centralized purchasing of office furnishings takes advantage of volume pricing and makes use of
Office Supplies Specialist's knowledge and experience in this area.
Open Space & Trails

Pitkin County Open Space and Trails is responsible for over 2000 acres of Open Space and over
35 miles of trails. In 2006, Open Space and Trails is committing over 3 million dollars to
build and maintain over 10 miles of paved asphalt and crusherfines trails. Trail construction
will include: bridge work, subsurface preparation, drainage, and laying of asphalt and
crusherfines.

The County Project Management Office is responsible for procuring and managing small and large
construction projects, including facilities, roads and trails. In addition, the County Project
Manager assists other County Departments with procuring purchases in excess of $50K. The County
Project Manager creates and maintains the annual project list.
Resource Recovery

Pitkin County provides a wide variety of waste services within its Resource Recovery Department.
Programs and services provided through this Department include: sanitary land filling, yard and
wood waste composting, aggregate recovery, hazardous waste diversion, along with collecting and
recycling metal, tires and traditional materials. The department purchases all items necessary
to function properly and efficiently.

The Pitkin County Road and Bridge Department is responsible for purchasing and overseeing all
services and supplies to maintain and care for 265 miles of County roads, including but not
limited to snow removal, paving, crack sealing, seal coating, tree trimming, striping, guardrail
maintenance and signage. The department purchases all materials and services to operate
efficiently and safely.

The Translator Department maintains and operates remote mountain top communication sites.
Purchases include electronic FM & TV translator equipment and accessories, and those products
necessary to operate and maintain safe communication sites. This includes but is not limited
to: communication shelters & accessories, towers, antennas, translators, filters, wiring, first
aid-supplies, generators, solar equipment, batteries, etc.
